Krasnoyarsk Krai Created Its Own Film Commission

The Government of the Krasnoyarsk Krai signed a decree on the establishment of the Krasnoyarsk Krai Film Commission.

Vasiliy Vladimirovich Nelyubin, Deputy Governor of the Krasnoyarsk Krai, was appointed Chairman of the Film Commission;     

Arkadiy Vladimirovich Zinov, Minister of Culture of the Krasnoyarsk Krai was appointed Deputy Chairman of the Film Commission;

and Irina Gennadievna Belova, Director Genral of the Regional State Autonomous Institution of Culture «Enisey Kino», was appointed Secretary of the Film Commission.

Department and Institution Heads also joined the Film Commission of the Krasnoyarsk Krai.

RSAIC «Enisey Kino» has been chosen as an authorized organization of the Film Commission.

Film Commission of the Krasnoyarsk Krai is a continuing collegial body that provides state support for the filmmaking on the territory of the Krasnoyarsk Krai.

The Film Commission has been created in order to place necessary arrangements for making films and other cine projects on the territory of the Krasnoyarsk Krai.

What is the Film Commission’s mission?

The Film Commission provides subsidies to film organizations for financial support (compensation) to cover a part of the expenses spent on making national films in the Krasnoyarsk Krai on a competitive basis.

The Commission also prepares proposals for the Krasnoyarsk Krai Government to approve the list of priority themes of national films for granting subsidies to the filmmaking organizations.

The Krasnoyarsk Krai Film Commission will attract professional filmmakers to the Krasnoyarsk Krai, as well as become a driving force for economical development of tourism, increase overall attractiveness of the region for investors, boost innovations and creative industries in the field of audiovisual technology, create new jobs, and increase demand for creative specialists on the jobs market in the Krasnoyarsk Krai.

The Film Commission will increase the coordination and efficiency of filmmaking process in the Krasnoyarsk Krai.

On filmcommission.ru, the employees from the Department for Assistance in Organizing of Film and TV Shooting of «Enisey Kino» gathered information for film crews from different regions of the Krai.

It’s worth reminding that in December, 2021 the Agency for Strategic Initiatives, the Governor of the Krasnoyarsk Krai, and the Association of Film and Television Producers signed an Agreement for Cooperation. The parties agreed to develop film and TV making in the region, create mechanisms to attract new tourists, Russian and international filmmakers to the Krasnoyarsk Krai, make and modernize their own place for filmmaking, carry out educational projects related to the film and TV industry. This agreement provided for the formation and development of a creative cluster of the economy in the region, the implementation of cultural projects in the film and TV industry.

On January, 2022, with the support of the Krasnoyarsk Krai government, the RSAIC «Enisey Kino» has housed the Department for Assistance in Organizing of Film and TV Shooting that consults and supports filmmaking companies shooting in the Krasnoyarsk Krai. The institution provides assistance in location scouting, carrying out initial negotiations with local authorities, organization on the shooting locations, holding castings for the artists, and other.

On November 24, 2022, at the session of the Legislative Assembly, the law «On State Support of Cinematography of the Krasnoyarsk Krai» was adopted in the second reading. State support includes creating a Newsreel Department and a Department for Assistance in Organizing of Film and TV Shooting in the RSAIC «Enisey Kino», as well as legal framework for filming the newsreel of the Krasnoyarsk Krai, Krasnoyarsk Krai Film Commission operations.
